Is there some way to do this on Windows 11?
Is there a way to change where Factorio saves games to on Windows 11?

Steam version?
Edit write-data= in %appdata%\Factorio\config\config.ini
Copy everything(saves/mods/scenarios/...) to new destination (write-data=____) from ( %appdata%\Factorio )
