[1.1.101] In-inventory health bars not displayed on low UI scale

I came back to playing Factorio after not having played in a while, and noticed that in my inventory the health/durability bars on items such as turrets and repair packs weren't being displayed. The health bars for placed buildings were still showing themselves properly. After checking several variables on different versions of the game, I narrowed it down to two constants:

1: This issue only occurred for me on versions starting with 1.1.95 and onwards, prior versions had no such issue.
2: This issue only occurred on the UI scale setting of 75%, with the green bar being properly displayed on larger scales.

The issue persisted even through various saves, verifying game cache and reinstalling, and disabling all mods.

I believe the only relevant information would be my monitor/game resolution of 1440x900 and the 75% UI scale, but my log file is included regardless.
