TL;DR
The assembly machines won't get filled unless the output is empty. The inserter time to get the items to the belt/box/wagon starts a chain of lags that results in having to create more machines to reach a per minute goal. This can be tested by just deleting the inserter's target output, then you will see the assembler will not receive anything until the output is empty.
What?
Let the factory fill with Intermediate Products without the need of the output to be emptied.
Why?
Makes no sense, creates a lag, you have to surplus each machine turning this Factory Planners useless.
