[1.1.91] Error updating mods in steam "Mod portal API call failed: status 403"

Hello,

since today I have a problem to download / update a mods directly in the game.

What did you do?
I started the game after an automatic Steam update from 1.1.87 to 1.1.91.
I cannot download / update a mod(s) inside the game through the game.

What did you expect to happen instead? It might be obvious to you, but do it anyway!?
I expected to download the mods like I did yesterday without a single problem.

Does it happen always, once, or sometimes?
Always from now on.

If you can reproduce the issue provide the exact steps!
1. I start the game.
2. I click on "Mods".
3. I click on "Updates".
4. I see that there is a mod available for updating.
5. I press "Update selected".
6. I see for a short moment a window "Loggin in with Steam..."
7. I get message "Notice: You are now authenticated as JSnake thorough Steam."
8. The game puts me back to main menu.
9. I click on "Mods".
10. I click on "Updates".
11. I see that there is a mod available for updating.
12. I press "Update selected".
13. I see for a short moment a window "Loggin in with Steam..."
14. I get message "Notice: You are now authenticated as JSnake thorough Steam."
15. The game puts me back to main menu...

Solutions I tried and did not help:
Restart PC.
Reinstall the game.
I logged out and back in in the game.
I tried running the game as an administrator.

Thank you for renaming the topic to better describe the problem I was having which allowed me to search for a solution.

What was the solution?
Turn off the router for couple of minutes and turn it back on.
