[1.1.76] Inserter works faster than logic

I have an inserter connected to a train station, which is set up to read train contents. The logic control is supposed to prevent overfilling of the wagon, but it seems the inserter works quickly once before shutting down due to logic control.

At the end of the clip you can see the wagon contents increase, meaning the inserter worked once before stopping.
