This might just be a cosmetic thing because I think in practice they are equally speedy:

Thats fine as it is imho.
Even with the same Caliber bullet speed can vary wildly depending on the barrel length. The Tanks SMG is probably just having a longer and more polished barrel thus it has a wider range, lower falloff and more speed thanks to less barrel scratching.

Ah silly me I saw that backwards. It seems that the SMG from the tank does not get the reserach bonus the hand carried one gets.
Quesion there is if the Tank mounted weapon has a research tied to it since i was not able yet to dig into .11 too much thanks to work.
