[1.1.74] Disable verification user for public games headless server

Hello,
I am new to server administration in Factorio. I've started my headless server (in version 1.1.74) with user verification and public visibility on "true" for me and my friend with license to play.
However, now I want to make the game to appear in public games with user verification set to "false" so I can add another friend without the license to join and this results in error. Game is saying that such configuration is not possible.
So, is it impossible for headless server run with such parameters or not really?
Or am I doing something wrong?

You can either have the server public or no user verification, not both.
