Loading the game, and the screen flickered like it had lost the display driver. Then crashed.

Version: 1.1.69
Mods: Seablock with some various QoL stuff(don't think this is mod-related though)

Hardware:
CPU: AMD Ryzen 2700
GPU: AMD RX 6600
GPU Driver: 30.0.15021.11005 (04-28-22)
Mobo: MSI Tomahawk MAX B450
32GB RAM

Checking Task Manager, was 47/48GB Committed on the Performance > Memory tab, mostly Firefox. But only 20/32GB of actual RAM usage. Game loads after going into Firefox about:memory and running a Minimize Memory Usage, which frees up some Committed.

The game tried to allocate memory and the operating system failed the request. There's nothing that the engine can do about that except log the failure and terminate the process.

I have never seen an operating system have a legitimate reason to have the page file that full except in an out-of-memory case. Even though you said the physical RAM reported some amount free the operating system sees it as too much and has started failing allocation requests.
