[0.16.39] Can't Alt-Tab out during loading screen

During the first few seconds of the loading screen it's impossible to switch to a different Window.
Attempting to do so returns to the Factorio loading screen.
It only happens some times.
System: Windows 10 64-Bit

I have found out that if you left click once, you can alt-tap out properly.

Still a problem on v 1.1.69

I only have this problem if I try too soon (like, in the first second) or click on something else before the loading screen has a chance to appear. In both of these cases, clicking with the mouse and then trying again fixes it.

I suspect this is not an issue with Factorio.
