[1.1.61] Landfill not placing.

I have a large map I am working on and I am not able to place landfill.

When I pickup the landfill it displays the red (not able to place) overlay even when I am standing right next to water and hovering the landfill I have picked up right over the water next to me. The green (able to place landfill here) overlay never shows.

Clicking to place the landfill even though the overlay is red does nothing.

The placement overlay is also red when I try to "ghost" the placement of the landfill over an area of water near me.

I am able to change the size of the area of landfill it should place. No matter what the size of the landfill I have in my hand the area remains red.

It does seem specific to the map I am working on. The previous saves of the current map have the issue as well. Other games I have saved are ok.

The issue hasn't been present since the start of playing this map. I have large areas of water that I have used landfill on previously. I'm not sure when it started.

I have been using the same mods since the start of the game.
- TogglePeacefulMode
- AAI Containers and Warehouses
- Safefill
- Transport Drones
- Blueprint_flip_and_turnj
- flib
- Story-Missions
- Updated_Construction_Drones
- wood_to_coal

I am not having trouble placing any other type of construct as far as I can tell.

Any suggestions?
