[1.1.53] Crash (DrawCommandBatch::drawSprite)

I recently received a new computer that is extremely beefy. No issues running other games or stuttering aside from this game specifically. Previously on my older computer I had 0 issues, now I am experiencing stuttering whenever there is a lot of smoke and this is the first time it crashed for me.

I have 0 mods. Included is the log and save file.
I don't think this game should be stuttering as much as it does, but unfortunately it does now. =(

Try if removing RivaTuner helps, but this looks like a hardware issue.

Will try removing that to see if that helps, I no longer need it anymore since statistics wise everything runs buttery smooth and expected for other games I tested on. Otherwise if I still have issues, what hardware test can I try to verify the main problematic hardware?

Significant changes from old computer to new:
Windows 10 -> Windows 11
1080p -> 4k resolution
64gigs -> 128gigs
old GPU -> 3090
