Aren't the guns poured into Ukraine after the 2014 seizure of Crimea ? after which a second conflict seemed inevitable which further increased the militarization ?

Then just let me rephrase my original statement: highly democratic compared to Russia. There are always more and less democratic nations, Ukraine itself would very likely not rank that high among other democratic nations either. But just because not every country is like Norway doesn't mean there are no other democracies.
If a lack of foreign investment would be an indicator though, Russia should be on a very good path now. After all, there's a good reason why North Korea with its almost complete absence of foreign investment is generally regarded as the most democratic country there is.

After USSR disband Ukraine had biggest land army in the world, it is sad that Ukraine had only 8 years to restore part of it (like 30%).
You cant win elimination war with just small arms/hand-held ATs and AAs.
