Not sure what version the issue might've started in but my friend is running through the tutorial while I'm watching and he made an electric mining drill on the iron in the third level and connected it to the working steam engine, it didn't trigger the next thing- it didn't trigger until he connected the drill that was already there.

Well, you can misinterpret the instructions in the same way on earlier steps too, like build your own boiler or steam engine and do things with those. Perhaps, adding an arrow pointing exactly at the machines the instructions are talking about would reduce ambiguity.

My thought was, "well, he did what it said- he connected a drill to power"

I’m not in a position to start the game and haven’t done the tuts, but does it say “connect a drill” or “connect the drill”? If the first, then changing of the wording would certainly be in order.

It does say "the" (for all the steps), but not all languages have this mechanic.
