there has been some scattered issues with recipes that require a specific temp on an input fluid will not accept the fluid into the fluidbox even though the fluid is within temp range and there is no temp mixing or fluid mixing. ive attached a save file with the issue from angels mods as ive been unable to consistently reproduce the error. you can see that some of the cooling towers do not accept the used coolent at 200c even though its within the range required. picking up the building or unsetting and resetting the recipe causes the building to start working. issue repeats itself on the bottom row if you fix any of the middle row of cooling towers.

the issue only seems to happen if the recipe has never been cycled before as if something isnt being setup correctly on placing the entity or recipe.
