[1.1.32] Replacing steel chest with wooden chest spills items

I am not too sure if this is a bug or intend to be like this. So basically I have a Steel Chest filled with copper wire. I select a Wooden Chest to place over it as I need the Steel Chest for other area. Usually if I were to remove a chest, the content of the chest will be store in my inventory and if my inventory does not have enough storage it will stop me from removing the chest. So when I am trying to replace the Steel Chest with Wooden Chest, I would expect it to stop me from replace until I clear the content of the Steel Chest to a amount which fits into the Wooden Chest. Apparently it did not do that. What ever that the Wooden Chest cannot store will be thrown all over the ground as show in the photo. It took me awhile to pick it up.
