Freeplay mode

I just bought and played through the campaign and was told about the free play mode by someone who introduced me to the game but am unable to find the place to start a freeplay game. where do I find it or what am I missing

New game is freeplay as in no story involved. Freeplay can also be found in Custom scenariors, where sandbox mode is too.

SO does that require more than the Transport Belt repairman level of purchase? and if it does is there some way to upgrade rather than having to spend another 27$

No need. Freeplay, sandbox, demo campaign and beta campaign are all part of base game.

Playing freegame:
Main menu -> Play -> New game -> Generate
or
Main menu -> Play -> Custom scenario -> Select base/freeplay and Create -> Generate

All I see when I hit "play" is "start Campaign", "Load Game", "replay Game", and "back" buttons

Then you have the demo, re-download the main game, and make sure that you don't grab the demo version
