[1.1.27] Burner inserter ran out of fuel - rotation glitch

Changing to a rotation glitch only, updated subject now.

Vanilla game, v1.1.27

Current:
- see the screenshots: the burner inserter does not pick up coal from the belt, arm looks extended, not in normal idle position
- rotating/replacing the belt or rotating the inserter does not help
- I was playin around with the belts in this area, but cannot reproduce this from scratch
- see the 2nd screeshot: if I rotate this inserter, the arm stays on the left side, someting really wrong here
- a saved game avail if needed - loading it shows the same, the inserter does not "wake up"

Expected:
- burner inserter does pick up coal from the belt, arm does not stuck in extended position

Workaround:
- replace or feed the inserter

Savegame avail if required.

As can be seen, the inserter is out of fuel already and therefore cannot pick up anything. If you can reproduce the issue with a fueled inserter, post the save please.

Well, so the main part of this report is not a bug, sorry. My burner insterter just ran out of fuel completely, so it is not able to feed itself even.

It also cannot grab moving items from turning belts if the item is on the far side. It will try, however, and consume fuel in its attempts.

Rotation glitch is a bug IMHO. See 2nd screenshot - extended arm is not properly drawn if the inserter is rotated with 'R'.

OK, so that's not a bug either as the inserter stayed in the position as ran out of fuel however I rotate it with "R" it will stay like that...
