[1.1.26] Tooltip "Right mouse button to clear" when control is already "Not set"

[1.1.26] Tooltip "Right mouse button to clear" when control is already "Not set"
If a control setting is "Not Set" it still has a tooltip saying "Right mouse button to clear". I would expect it to have no tooltip or say something like "Left mouse button to set key".
