[1.1.14] starting a new map makes server recurse into temp folder infinitely

Hi.

Upon starting a brand new map with a completely fresh install, the server starts to recurse into the temp directory infinitely while loading the map ("Loading map /opt/factorio/") until the process eventually fills the entire disk.

The server settings and map-gen json are the stock ones from the examples.

This happens when you have not created a save file, which in itself is an invalid scenario, however if no save file exists, the binary should propably quit out instead of creating an infinite directory structure filling the disk.
