[Twinsen][1.1.12] No animations in tips in multiplayer for clients

I was playing multiplayer with my brother and noticed that the tips that pop up in the lower left hand corner were not animating (this somewhat ruins some of the tips).

In single player, they animate just fine. And in that same multiplayer game, my brother's were animating just fine. He was the host.

We switched roles, and with me as the host, I could see the animations just fine. But no more animations for him.

So:

No animations in tips, in multiplayer games, for any player who is not the host.
