Looks similar to 94362 and 94356. But I dunno whether it uses the same code path, so I report it anyway.
1) Build a belt with underground (top part of the the screenshot)
2.1) Try to drag-upgrade the belt over existing one (result is on the middle of screeshot)
2.2) Try to drag-reverse the belt (result is on the bottom of screenshot)
Actual: unexpected undergrounds are added
Expected: nothing added, old undergrounds are reused
P.S. Ghost-reversing of a partially built belt adds an unexpected underground too:

Belt dragging will respect the uderground belt in all the ghost combination of existing entities versus built entities apart one exception:
Ghost underground belt connection rebuilt by real entities, in this case, it just gets overbuilt by belts (the gap is removed).
