quite simple: Open a new game and enable replay data to be recorded.
After saving the game, open it once more continue playing for a little and save once again.
When you replay the two times saved gamestate, he replays until the first save and stops doing anything.
[edit] Sorry, it is not as easy as I thought. Just tried the above. The key seems so be to save twice without reloading. When loading the second save file, he runs until the first save and stops doing anything. He even gave me an error once:
14732.439 Error MainLoop.cpp Exception at tick 915: Unrecognized InputAction code 255
at the time of the first save during replay.

I'll try to set up a video tomorrow. For now:
1. Create new game.
2. Play some seconds
3. Save game to a file.
4. Play some seconds
5. Save Game to a different file.
6. Quit Game.
7. Replay the saved game from 5.
It will replay until the the saved game from 3.
Just validated with 1.1.8 aswell.
Sometime i got an Error message popping up, with the same text as mentioned above.

When I do exactly that; it works perfectly. See attached video.
Are you sure you aren't loading the replay from the first save? Do you have any mods installed?

I am on linux, no mods (activated) and starting it without steam.

Ah; you're doing it as a local-multiplayer game and you have non-blocking saving enabled. That's the difference. Testing it locally it works fine when not using non-blocking saving.
