[1.1.8] alerts disappeared without muting/disabling

I've noticed that I've got trains out of fuel around the network, and no alerts for it.

So I tried disabling/enabling, and no dice. Loaded an earlier version of save file and it has alerts.

I've removed all the mods for the save file, it still has no alerts despite all of the obvious problems.

here is a save with a train right in front of me that's out of fuel but doesn't show as an alert in the lower right.

Thanks for the report. You, or one of the mods you're using disabled the alert GUI:
