[1.1.6] Motion blur when moving makes my eys hurt

Whenever I move, the whole screen becomes blurry, except for the mini map in the corner and the character in the middle (or, if I'm in a vehicle, except for the vehicle in the middle).
If I'm on the map screen and pan with W A S D, same thing, the whole map is blurred while the movement is happening.
Basically, whenever the whole screen moves (usually because I move my character) everything that is static in the game world becomes blurred, including the ground, shrubs, trees, machines, items, inserters, etc.
The GUI is never affected, as it always moves with the screen.
While standing in place everything looks great, including moving inserters and any items moving along on belts.
I upgraded from 1.0 to 1.1.6 to see if this has any effect. No change.
I updated my graphics driver. No cahnge.
I tried changing each graphics option in the settings methodically do see if it had any effect. No cahnge.
I tried lowering all the graphics options. No cahnge.
I tried to force my computer to run the game with the integrated intel graphics rather than the dedicated nvidia graphics. No change.
This motion blur really hurts my eyes.
This happens whether I load a save or start a new game.
I am attaching the current and previous log files, a screenshot with all those numbers on screen, and my latest save.
Do you have any advice on how to resolve or mitigate this problem?
Is there any other information I can provide that will help you diagnose the problem?

Have you tested the game on an external monitor or any other computer? Because Factorio doesn't have motion blur; every frame is a pixel-for-pixel perfect representation as if you were standing still at the location it was rendered.

The only thing(s) I could think of are; monitor refresh rate or pixel bleed. Both of which you should be able to see "fixed" by testing another monitor or another computer.

I did try another monitor. I have my laptop's monitor and an external monitor.
What are "monitor refresh rate" and "pixel bleed"?

I might have worded it poorly; but what I meant is when the refreshing of the monitor isn't instant and the last image it showed still has some ghosting left behind. It can easily be seen as "blur". https://levvvel.com/monitor-ghosting-fix/

I also have this problem. I got another monitor recently, and now everything is blurry around the player. Definitely not playable at the moment, as it was crystal clear before.

On my monitor, I enabled overdrive. Without, its a bit blurry while moving

It says I should change the "trace free" in my monitor. I have an ASUS VS247. There is no "trace free" anywhere in the options.
It also suggests I turn off "noise reduction" but I have no idea how to do this.

VS247 is not a monitor, it's a product family, not all monitors have an overdrive function.

VS247 is not a monitor, it's a product family, not all monitors have an overdrive function.
Then how can I know what monitor I have? And if there's no "overdrive" then what else can I do to reslove the motion blur?
