[1.1.5] My friend's gameplay lags a lot in multiplayer

I am hosting a game on my Desktop PC
Specs:
Quad core Intel(R) Core(TM) i5-7400 CPU @ 3.00GHz
GeForce GTX 1060 6GB
16GB DDR4 RAM
80Mbps down, 60Mbps up

Multiple of my friends have no problem with lag on my server but one does.
His specs:
CPU: Intel core i3 5010U 2.1GHz
GPU: Nvidia Geforce 930m
RAM: 8GB
28Mbps down, 3Mbps up

We are playing through hamachi with other people. Both of us have the game on steam.
He can run Factorio very well normally in single player, but when he plays on my server he gets a lot of lag spikes. Sometimes he does and sometimes not. Tried connecting via LAN and IP. My first thoughts were that it may be throttling from the ISP but idk.

If you need any more info then please just say.

EDIT: im thinking that my options are trying out a vpn, a different version of factorio or a hosting site

He has a weak CPU, maybe processing the network layer of hamachi is causing more hiccups

MP does some extra work compared to Singleplayer, for instance processing the network information, handling the updates of the other character/player actions, doing CRC updates

Can you try playing through Steam, not through hamachi? Hamachi is notoriously bad and should not be necessary

We tried playing through Steam, and there's no difference. Even tried hosting on a free hosting site.
We did play in the past on older versions and it went smoothly so it must be something wrong with the multiplayer now. Maybe it has to process a lot more stuff in these versions. Do you think there are other solutions?

It would be easier if your friend was the one here, instead of you being a middle man

There are likely many possibilities as to why the gameplay is lagging, from network usage spikes, people importing large BPs, some other process in the background stalling CPU access for a few moments, etc.
