since i switched to 1.1.x i get this error. the map was saved in 1.0 without mods but it was modded before

It does not, you need to set the file to public.

It looks like its a custom scenario, so I guess you have a local copy of `rso modded v2` in your scenarios folder?
You should delete that and try the steps again, it is restoring the bad control scripts from that scenario
