Free Military Science Lab Research [1.1.1]

Pretty straight forward and I attached a save file. It uses the editor extensions mod only and just to show the bug.
If you click on the lab and monitor military science, you'll see it never gets used but gives research credit.

If you are researching technology that does not require military science packs, military science packs are not consumed. Not a bug.
