sudden UPS drop due to train stations.

I experienced massive UPS drop (58-13) when I was building a new outpost. I am using the train limiter function with shared names of train stations. When the station was powered (using circuits to control number of trains being limited) but not hooked into the rail network, I experienced massive ups drop. The problem was instantly solved and UPS went back up to 58 when I connected it to the rail network.
