It's simple and effective. It just compares the output of a combinator in your electrical network with one that has it's own supply and gives out a global warning.
But of course then it is already to late. That's why there are more detectors in there:

First we have a checking tool that monitors if all batterys are charged to 100% everyday --> if not --> Build more Solars!
And then there is the standard "battery below 40%" --> Build more batterys warning

Why is this called “blue screen detection”? It detects low power, not crashes.

It detects when your combinators begin to stop responding - it's more a hanging than a crashing but I wanted to be dramatic
