Electric Engine Locked Behind Blue Science

Are electric engines (and by extension: bots) supposed to be locked behind blue science? The research itself doesn't require it, but it's locked behind advanced oil processing. In vanilla it makes sense because you can't get lubricant without it, but with the petrochem mod, there doesn't seem to be a reason for it.
