I don't know, how I managed to produce that:
I have a near biter base, which is well polluted, but no attacks so far.
I checked pollution consumption graph and the spawners consumed a bit and then stopped:
No attack groups are forming. If I speed up the game, nothing happens:
I reloaded an early save and played again and this time, there was no problem with attacks.
(BTW: I used some unreleased local mods, which should not affect this behaviour (only slight prototype changes). The save file is pure vanilla.)

I loaded the save, and instantly they started absorbing pollution again.
Are you sure your locale only mod didn't do anything?

Thanks very much for the response.
I now downloaded the game (Linux) newly from the website, since I always updated my game since 1 year. Maybe something broke...
No mods. I load my save, but the spawners still don't absorb any pollution. Nothing happens.
I let it run and refill power, until the pollution reaches the next nest and this nest starts absorbing. Then suddenly the first nest absorbs massively and a biter attack group is gathering like it should.
Seems like a hickup somehow or a problem with linux version?
I don't think the mods caused this, because i tried this without any mods.

Some more observations:
If I load the save from 1.post and trigger the biters, then they are coming (it lasts unusually long). After that, pollution is consumed again normally.
It seems, that the biters of the attack group are there, but are distributed like normal defenders around the base
I have a save file before, where pollution consumption of spawners just stops after a minute. Maybe it helps to investigate.
