if you landfill some area... and over that area, you place a bp (or part of it) that contains a train (locomotive/wagon), the ghosts are showed on map, like they suposed be placed there, even there is no rails yet....

Hello.
This has nothing to do with landfill.

Basically, when there are any rails in a blueprint with trains, train ghosts are just placed wherever they are in the blueprint. This means, that the ghost will be placeable once the rails are actually built under it.

I consider this to work as intended.
