Well, it's a "debug" option. You can also cheat in other ways with them

Intentionally, yes. But this behavior was unexpected to me. (Maybe a better way to address this would be to make a feature request to promote this to a proper game option? I always have it on, it looks nice.)

Yes, it's more a feature request IMO
