[1.0.0] Inserter connected to circuit glitches

Trying to create a circuit that will count the number of sciences used and then release that same number back onto the sushi belt. Currently I am using inserters to do this however they don't function properly... They start spazzing out. All 3 on the right are doing this, however the framerate of the video only shows one. I am doing this on a private server. I can share my ip/port (privately) if needed to see the issue.

Post the save please, does not have to be the save of the server if you can reproduce it in a smaller setup.

NaB.
Your circuit is wrong, it flips between positive and negative each tick. You can't combine a memory cell and an inverter this way. Have a look at the circuit cookbook on the wiki :)
