Universal Recipe Multiplier [Request]

Adds two mod settings. The first multiplies all ingredient counts by its value, and the second multiplies all product counts by its value.

For example, if the first setting is set to 2 and the second to 4, the steel plate recipe takes 10 iron plates and outputs 4 steel plates in normal mode.
