Fish are frozen in place when there are no players near the fish.
This is probably working as intended, except for a possibly unintended inhibition of the functionality of a certain easter egg.
I have noticed this since at least 18.17.

From what I know fish go inactive if not in proximity to the player. I think this is an optimization.
There is a debug option described in the thread below, and it even mentions fish being inactive dependent on the presence of the player.

8725Red = inactive
Purple = inactive until enemies aren't around (turrets etc)
Green = inactive until player isn't around (fish)
