[0.18.21] Extra landfill appearing when character is adjacent to water

Placing landfill anywhere (even far from the character) results in more landfill appearing near the character when he is standing exactly on the border between water and land.

Extra notes:
The extra landfill appearing near the player is for free, i.e. does not decrease the amount of landfill owned by the player.
