I noticed that to make a plastic bar you need Chlorine but Chlorine isn't a prereq in the tech tree.

Chlorine produced by the recipe "Salt water Electrolysis".
Salt water Electrolysis unlocked by "Electrolysis 2".
Plastics prerequisites "Oil processing" and "Chemical plant"... of which the best Electrilysis seems to be the first one via Steel procssing...
