[0.18.18] Fluid not animated in a pipe

I searched, and did not see a topic for this. The water in one pipe segment is not animated, but in the very next segment it is. I have attached a log file, but the save file and video are too large. Here's a link to a video on Youtube, and a Filedropper link for the save file.

I missed that report, obviously. Does that mean this bug is still considered "will not fix"? In that thread, it was stated the new fluid algorithm would solve this issue but it still exists.
