Greetings.
Impossible save Blue Print.
1) add new BP to BluePrintStorage (key "b").
2) Load any world or connect to any server.
3) Press "B" and check where new BP. (in my case, there is no previously added BP)

Problem was solwed by me!
Way for fixing(Steam on WIN 10):
1) Launch game. Create new game. Put all your blueprints and blueprint-books inside cargo container (any box/chest).
2) Save this world called "My-ReserveBPStorage".
3) Load this world and check - you have your blueprint inside cargo(box) ? if you have your blueprints you can continue to next step.
4) Shot down/close/switchoff game. you need to make sure that the game is turned off - in the task manager processes.
5) Go to C:\Users\name_of_your_user\AppData\Roaming\Factorio
Cut all files *blueprint-storage* to another safe place, but in no case - do not save them in this folder - you ned something different folder - "document" folder on disc C for example! It is important that after this action in the "Factorio" folder these files *blueprint-storage* are not left.
6) Launch game
7) Load saved game "My-ReserveBPStorage"
8) Get BP from cargo container(box,chest) to your blueprint-storage (press on "b" key).
9) Check...
10) Rejoice, enjoy the normal preservation of new blueprints.
Conclusions:
1) Never propagate *blueprint-storage* files in C:\Users\name_of_your_user\AppData\Roaming\Factorio (for example blueprint-storage.rar or blueprint-storage.buckup12)
2) May be something working with bug. In any time your blueprint-storage can be broken. Just copy *blueprint-storage* to another safe place for the possibility of recovery.
3) May be game cant see File extension and Therefore extra copies (blueprint-storage) can harm the work.

Thanks for the report however I can't reproduce any of what you're saying.
And based off nobody else seemingly having issues with this it makes me think you're just doing something wrong. Are you putting the blueprints in the "game" section or "my storage" section? Because they're different and the "game" one does not carry between saves.
Moving to gameplay help until it can be shown that there's some bug/core issue.

Sounds somewhat similar to 82465 where the local BP library appears empty, and some finagling with disabling sync, clearing local BP files, and reenabling sync allows the BP library to be recovered.
Also note cases like 74172 where it seems that some issue with cloud sync and/or a specific order of operation (possibly) causes loss of BP library; both local copy as well as the cloud copy.

I once found the cause of this bug, but did not report it in time, better late than never.
The bug is possible only if the folder with the blueprint contains its copy in the form of an archive (*.rar). That is, the game looks at it and cannot overwrite it, on the day when I transferred the rar archive of the blueprint everything worked.
