Connection problem

Hello, I bought Factorio yesterday for me and my friend. We planned to play multiplayer, but we have a problem. We create a server via steam and connect. Everything goes well with the server owner, but whoever joins has a very high ping. We both tried to host, but the problem persists. The game becomes unplayable because the ping jumps up to 200ms. We tested the server for versions 0.17.79 and 0.18. On both versions, the problem is the same, first the ping is about 15-20ms but then increases up to 200ms in a few seconds. With the distance is no problem, we live a few kilometers apart. The internet is also no problem, because in other games everything works fine for us. Please help, we would like to enjoy this awesome game. Thank you.
