Easily reproducible - couldn't find an existing bug report, sorry if it's a duplicate!
What did you do?
1. Create a blueprint and store it in your inventory
2. Store that blueprint on your quick bar
3. Move the blueprint from your inventory into a blueprint book
4. Click the blueprint on your quick bar
What happened?
Nothing - you're unable to place the blueprint, clicking it doesn't seem to do anything at all.
What did you expect to happen instead? It might be obvious to you, but do it anyway!
You should be able to place the blueprint somewhere.
Other notes
Also interesting - if you move that blueprint out of the blueprint book back into your inventory, the blueprint in the quick bar works again.
