Smooth pumping speed value on fluid pump info pane

I would like to see a small amount of smoothing done to the pumping speed value displayed on the fluid pump mouseover info pane. I think something in the range of a 1 to 2 second window would be ideal.

Currently, for pumps that don't have any high-capacity structure to smooth out flow on the volatile side or that pump unsmoothly for other reasons, the numbers on the info pane fluctuate too rapidly to actually provide useful info. Here is a video of a few pumps, the relevant part is the info pane, top right:

One of the pumps (the water pump on the right) is smooth-ish because demand is smooth but for the rest the info pane doesn't give an idea of flow rate.

To preemptively address a performance concern: It wouldn't matter, to me, if the filtering was done for every pump all the time. It would be useful to just do the smoothing on the values for a pump whose info window is displayed, resetting the window when the pane is shown -- an initial second or two of unsmoothed values immediately on mouse over would not be an issue.
