[0.18.2] Headless server cannot create new save

[0.18.2] Headless server cannot create new save

When trying to create a save on a headless server (running on Ubuntu server 19.10), there is an error supposedly at 0 seconds but displayed at the end of the verbose output (displayed in attached photo) "0.000 Error Util.cpp:83: Key "overload_levels" not found in property tree at ROOT.path_finder"

The error happened while modded in both 0.18.1 and 0.18.2, and also while unmodded in 0.18.2 (attached)
