Why do resistances show 2 numbers? What do they mean?

The simple explanation: the first number is a flat resistance, the second is a percent. You subtract the flat resistance from the damage that would be done, then take away the percent. It gets slightly more complicated if that would leave you with a number less than 1 (you're not going to do negative damage), but in that case your damage is going to be tiny anyway.
An example:
Say you do 20 damage against an entity with a resistance of 10/30% against that damage type. You subtract the flat resistance if 10, leaving you with 10, and then take 30% away from that, leaving you with a damage of 7.
