Factorio stuttering and 0% GPU usage [0.17.79]

Hello everyone. I am trying to play Factorio here and I am having an issue. The game constantly drops the FPS and GPU usage to 0 for a couple of seconds and then comes back. This happens every 15~20 seconds. I was playing the game perfectly last week, and no change to drivers or hardware were made. I did opened my computer for cleaning, removing and remounting every piece from it. However, I don't see this issue when playing heavier games, like The Witcher 3. I tried reinstalling the game, verifying file integrity and also installing it on my SSD, but nothing worked. Here are my PC specs:

Ryzen 7 2700
MSI B450 Tomahawk
Ballistix 2x8GB 2666MHz
XFX RX 580 8GB XXX (19.12.1 driver)
EVGA 500W 80Plus

Quick Update: Just updated the gpu driver to the latest avaliable and it did'nt fix the issue.

The interesting part of the debug overlay is cut off, if you could retake them in fullscreen. First try if switching "Graphics memory usage" (It might have a different name, not sure) to "all" in the in-game settings helps.

I changed the memory usage and it didn't fix the problem. Here are the printscreens in fullscreen:

I overlooked that you said the issue began after disassembly and cleaning, I would repeat that once more to make sure the graphics card and all power connectors including cpu power on the mainboard are properly plugged in, also check that the graphics card fans spin up at least for a moment when the PC is powered on.

I did as you said and I believe it worked. Played for a while and it didn't happen again. I believe that one of the power cords weren't fully connected. Thanks for your help, and have a merry christmas.
