Delayed boiler/steam engine power output

My idea is to have boilers or steam engines to have a kind of delay just like real coal power plants. So as soon as energy demand goas up a certain threshold an engine cant satisfy this demand instantly. It has to ramp up and short or fast power spikes have to be caught by accumulators.

As my understanding of the electrical energy system in factorio is limited I am asking if this is possible and if yes where this should be addressed, in the engine or in the boiler.

Replace the boiler with an assembling machine. You can make a steam recipe that takes as long as needed.
