[0.17.xx] Adaptive Sync Mouse issues

While playing on any of the 0.17 patches the mouse cursor was locked to 60FPS in fullscreen while adaptive sync is on.
Turning off adaptive sync fixes this.
Running the game in windowed mode fixes this.
Running the 0.16 patch does not lock the mouse cursor FPS

I'm running a Free sync monitor that is G-sync compatible with a RTX 2080 super.
So disabling "Enable G-Sync, G-Sync Compatible" also solves the problem.

If you are using Windows 10, try to disable "Use flip presentation model" in graphics options.
