Battery dischargers do not charge accumulators in an isolated power network

scenario:
The scenario I was exploring was using battery dischargers to power outposts and having batteries comming in by train or when fighting remote critter camps when clearing out space.

They're not supposed to. They have the same priority as accumulators because they are like a "poor man's accumulator". So they don't charge accumulators for the same reason that accumulators don't charge other accumulators. They only activate when needed, so if there is any other power generation within the network, that other source will take priority and the dischargers will only kick in if nothing else can meet the need.
