Construction Robots Meandering with Repair Kits

I am using construction robots to lay down large (millions of tiles) swaths of refined cement. That's already a difficult challenge for construction robots. To make matters worse, it seems that about half of my construction robots are stuck running around carrying repair kits. These repair kits are being taken every which way--anywhere there's a roboport. Even roboports that are many chunks away from walls where enemies might be present. Once the construction robots arrive at a roboport with a repair kit, they don't seem to drop it off. They just go to another roboport with it. I've followed these bots around and they just seem to be hopping around. It's a little hard to tell one from another though, since all the extra traffic is causing charging swarms around central roboports.

What gives? These repair kits aren't being dropped off or anything. I check the roboport inventory and there's no kits left there after robots show up with kits.

Looks like they are simply recharging on the way to what ever they try to repair.

That's what I thought initially, but I follow them after they finish charging and they head to nonsense places like the roboport in the next chunk over and then change direction to the roboports in my solar panel field 30 chunks away.

The other reason I don't believe they are simply charging on the way to a repair job is that there simply aren't enough legitimate repair targets. Even with 5 minute travel time to account for lots of charging, there's no reason for ~1000 robots to be carrying around repair packs when the biters damage maybe a couple walls per minute

I was foolish and didn't save the game at that point. I suppose that precludes any serious debugging efforts. Well, I'll know better for next time I post. Thanks for at least taking the time to respond
